DeleteDomain is not available for .com.py TLDs.
As .com.py domains cannot be deleted explicitly. To delete a .com.py domain you have to set the domain renewal mode or default renewal mode to AUTODELETE or AUTOEXPIRE.

Restores for .com.py are not possible.
Fulfillment Info
FTLD .com.py is a Fulfillment TLD. Fullfilment TLDs (FTLDs) are registered through a manual registration process. The manual registration process might involve documents, depending on respective registry regulations, and are therefore not automated for real-time registrations and real-time updates. Updates might cause additional costs!
Letter of Domain Ownership Transfer and a Domain Ownership Transfer Agreement is required.
