ICANN Registration Data Policy
ICANN has published a new Consensus Policy concerning domain name registration data, which is available here. The Registration Data Policy (“Policy”) was developed and adopted in accordance with the ICANN Bylaws and is required to be implemented pursuant to the registrar accreditation agreement between ICANN and Registrar. The Policy modifies requirements in the Registrar Accreditation Agreement and Registry Agreement in light of new and evolving data protection laws. The Policy establishes requirements for processing registration data for ICANN-accredited registrars and registry operators.
This is a new policy that has been long in the making in response to GDPR redactions. The main expected change from the registries is their option of either Minimum Data Set (no domain associated contact data) or Full Data Set for their TLDs.
CentralNic Reseller is planning to adapt to all registries' changes, in such manner that our customers will not have to change anything, as part of the main services we provide with our standardized API. You can continue to send all domains contacts even for domains on TLDs switching to Minimum Data Set, they will not be forwarded to the respective registries.
Note that, on the other hand, if you are planning to stop sending all contact data for TLDs switching to Minimum Data Set, this will not be possible. There will be no Minimum Data Set at Reseller level, we will continue to require at least the Owner contact for domains on all TLDs.
For TLDs with Minimum Data Set, our focus is on registries the OT&E and Production dates, when they start rejecting requests, if there are contacts associated with domains.
Below you will find the recommended ICANN timeline for the implementation of the policy, as well as the timelines adopted by several registries and the TLDs that are switched to Minimum Data Set. We will continue to update this list as we get more information from registries, until August 21, 2025, the due date for the switch recommended by ICANN.”
ICANN Recommended Timeline:
- Implementation Preparation period - 21 February 2024 through 20 August 2024: During this period registrars must continue to implement measures consistent with the Temporary Specification for gTLD Registration Data. Registrars should use this period to prepare for implementation of the new Registration Data Policy but must not implement any changes to operations yet.
- Implementation Transition period - 21 August 2024 through 20 August 2025: Registrars may continue to implement measures consistent with the Temporary Specification for gTLD Registration Data, or the new Registration Data Policy in its entirety, or elements of both.
- Registration Data Policy Implementation Completed - 21 August 2025 and onward: The Registration Data Policy is effective and registrars must comply in full with the Registration Data Policy no later than 21 August 2025.
