A .by can be used and registered by anyone or any corporation. Violating rights of third parties, names against moral and ethnic standards, and any other names contrary to to the laws of the Republic of Belarus are prohibited.

As of Tuesday March 8, 2022 at 9:00 a.m. UTC we will no longer be accepting new registrations and transfers-in of .ru, .рф (.xn--p1ai), .moscow, .МОСКВА (xn--80adxhks), .рус (xn—p1acf), .by and .su domains.
In compliance with the announced sanctions and close monitoring thereof, we will continue to process .ru, .рф (.xn--p1ai), .moscow, .МОСКВА (xn--80adxhks), .рус (xn—p1acf), .by and .su domain renewals

Domain Renewal

DeleteDomain is not available for .by TLDs.
As .by domains cannot be deleted explicitly. To delete a .by domain you have to set the domain renewal mode or default renewal mode to AUTODELETE or AUTOEXPIRE.
Domain Transfer

RestoreDomain is not available for .by TLDs.
Restores for .by are not possible.
Fulfillment Info
FTLD .by is a Fulfillment TLD. Fullfilment TLDs (FTLDs) are registered through a manual registration process. The manual registration process might involve documents, depending on respective registry regulations, and are therefore not automated for real-time registrations and real-time updates. Updates might cause additional costs!
Is currently NOT possible for .by.
