ICANN Registration Data Policy
ICANN has published a new Consensus Policy concerning domain name registration data, which is available here. The Registration Data Policy (“Policy”) was developed and adopted in accordance with the ICANN Bylaws and is required to be implemented pursuant to the registrar accreditation agreement between ICANN and Registrar. The Policy modifies requirements in the Registrar Accreditation Agreement and Registry Agreement in light of new and evolving data protection laws. The Policy establishes requirements for processing registration data for ICANN-accredited registrars and registry operators.
This is a new policy that has been long in the making in response to GDPR redactions. The main expected change from the registries is their option of either Minimum Data Set (no domain associated contact data) or Full Data Set for their TLDs.
CentralNic Reseller has adapted its systems to all registries’ changes while maintaining a standardized API for customers. You can continue to send all domain contacts for TLDs that use the Minimum Data Set, they are not forwarded to the relevant registry.
Note that CentralNic Reseller does not use the Minimum Data Set at the Reseller level and continues to require at least an Owner contact for domains across all TLDs. It is therefore not possible to omit all contact data when submitting domain requests.
An Owner contact must also be included when transferring a domain under a TLD that uses the Minimum Data Set or is operated by a so-called thin registry. This requirement applies equally to transfer requests submitted through a RAM account. Transfer requests without an Owner contact will fail for affected TLDs. For other TLDs, the Owner contact is expected to already be associated with the domain at the registry and remains unchanged during the transfer.
The table below shows the implementation dates adopted by the registries and the TLDs that transitioned to the Minimum Data Set. The ICANN Registration Data Policy became fully effective on August 21, 2025.
